Once you finish the game and have all technologies researched, the review algorithm makes top games (9-10) less likely. Development Stage. The development stage is when your game is in the process of being made. There are 3 phases in this stage. Some important things to keep in mind while developing your game are: -Action and Simulation should have Engine AND Graphic at 100%. -RPG and Adventure should have Story and Quests AND World Design at 80% - 100%.
